Frames Updating 2010

The updating of frames is of the largest statistical operations sponsored by statistical agencies in developing and developed countries alike.

Therefore, the results of this project will contribute towards building statistical databases and updated frames characterized by accuracy, quality and extensive coverage, the will be used in the future as the basic frame for sampling in the implementation of household and economic surveys over the coming years.

The project will also help to provide data that serves the strategy of the Government of Abu Dhabi Emirate to achieve sustainable development in all fields.

The frame updating project relies on the joint cooperation of everyone, and support by government departments and all civil society institutions. It also depends on the cooperation of inhabitants of Emirate of Abu Dhabi.

What is frames updating?
The term “frame updating” refers to the "total process of collecting, processing, tabulation and dissemination of digital data coverage, without omission or duplication”.
The project represents the largest statistical field operation ever carried out in the Emirate of Abu Dhabi, and derives its significance from the fact that secures detailed data on:

- Socio-economic and demographic characteristics of the population
- Housing conditions
- Composition and conditions of households
- Statistics and characteristics of buildings

 

Main features of the frames updating project
Official operation: i.e. in the sense that the project is implemented under government supervision on the basis of specific legislation and especially dedicated budget.

Universal Coverage: Perhaps the most important element of the project is full coverage or coverage for each building, dwelling, household or establishment in the Emirate of Abu Dhabi at the reference time point without omission or duplication.

Periodicity: This feature means that frame updating is conducted at preferably equal intervals of ten or five years.

 

Importance of the frames updating project
The importance of the frames updating project lies in the fact that it is the sole means for providing all-inclusive data with a high degree of accuracy, making it possible to determine the number of economic establishments, their distribution by region, economic activity, manpower strength, state of operation and size of the total revenue, in addition to information on the nature of the establishments in terms of economic organization, ownership and legal status.

The project also aims to provide detailed data on the various characteristics of the population, to cater to the needs of decision and policy makers, the competent authorities and the general public, and to put into effect the local government’s strategy for the next five years in all its facets, vision, mission, objectives, priorities and initiatives.
In addition, the frame updating project will provide an all-inclusive and accurate frame for establishments of various economic activities in the emirate. Such frame is considered essential in the design and sampling for the implementation of economic statistical sample surveys

 

Objectives of the frames updating project
This project aims to build a comprehensive database with a high degree of accuracy, covering the following:

1. Determine the number of occupied and vacant buildings and housing units, and their characteristics and geographical distribution.

2. Determine the number of establishments operating in the emirate of Abu Dhabi, distributed by economic activity and the categories and number of employees, and provide an updated frame for the establishments working in the Emirate of Abu Dhabi for the purposes of specialized research, such as the industrial survey, trade survey, transport survey, and the services survey

3. Updating currently available data on population, housing and establishments according to the master plan of Abu Dhabi and Al Ain.

4. Training of national staff in the planning and implementation stages of the project, through their active participation in the updating of frames to acquire the necessary experience to conduct statistical field surveys.

5. Composing a broad data base to be used for research and study, and to serve as a reliable source of numerical information on the emirate for international institutions.

6. Provide data and indicators to measure the change in housing and demographic characteristics over time, make local, regional and international comparisons and assess future projections.

7. Building a comprehensive database on population, housing, buildings and establishments, thereby achieving the objectives of the various development programs of the emirate.

8. Provide an updated frame for households that is appropriate for a number of household surveys, such as the household expenditure and income survey, labor force survey, the household health survey, etc.
9. Promote statistical culture by enhancing awareness about the importance of the general census of the population for the emirate, whether in terms of planning or implementation.

 

Methodology of the frames updating project

  • Preparation: This step denotes the preparation of the project budget, setting up a functional structure, design of forms, definition of terminology, production of training manuals and guides, selection of staff and compilation of a manual illustrating the administrative divisions of the regions.

  • Field work: Training of staff, designation of work areas, delivery of publications, enumeration of establishments, buildings and housing units and counting of the population.

  • Extraction and compilation of results: This is the stage where the data collected is analyzed and disseminated.
    This huge amount of statistics and information will be collected according to the latest recommendations of the United Nations, while meeting the requirements of ministries, planners, researchers and decision makers.
    Modern technology will be used to present summary data to users shortly after the completion of field operations.

 

Stages of the frames updating project
• The quick count stage during the period from 16 / 3 - 5/4/2010: Provides data on the numbers and types of buildings distributed into housing units and establishments.

• The housing and establishments enumeration stage from 25 / 4 - 10/6/2010: Provides data on the numbers and characteristics of housing units and establishments counted during the first stage (the quick count stage).

• The enumeration phase during the period 3/10- 20/10/2010: Provides data on the numbers and characteristics of the population living in housing units and the establishments that had been counted in the second stage (counting of housing and establishments).

 

Organization and staffing of the frames updating project
The frames updating project for the Emirate of Abu Dhabi will be conducted by a large team of trained enumerators who will be sourced for this task from the staff of government ministries and departments, with relevant experience and outside their official working hours. Alternatively, the expertise of external consultants will be sought.

 

Modus operandi
This refers to the scientific method that will be followed in the collection of data, which will be the on the basis of a complete count of all establishments, buildings, housing and population through field visits.
